Fixes #110

  • README: build command go build -o palette ./cmd/palette, Go 1.27+, design-doc link corrected to wiki/design-attachments-storage.
    Wiki fixes (committed directly to wiki main): API slug error codes 400; performance-notes fetch limit 100 + server clamp note + visibility field; design-attachments-storage PALETTE_DB; design-e2e-encryption stray table header removed, sections renumbered, wiki API page links.
